Also to consider is time AND space. Say we receive a verifiable intelligent signal from a system 20,000 ly away. They may all be dead and gone for millennia before the message reaches us. So it's not just the potential for other life, but the potential that the life is happening at different times and distances from us...

Yes, absolutely. I think it is more likely that the signal would be from closer by, within 100 or maximum 1000 light years, but, of course, your concern would still be valid.
